QUALIFICATIONS

  • Education:
  •     Secondary education is a requirement or
  •     Bachelor’s degree in Accounting, Finance, Business or Public Administration, Economics or related fields is a not a requirement, but will be given due consideration.

Experience:

  •     A minimum 3 years (with BA degree) or a minimum 6 years (with secondary education) of relevant experience in accounting, finance, operations, administration or audit services at the national and/or international level
  •     Thorough knowledge of generally acceptedaccounting principles(e.g. IPSAS);
  •     Experience of managing budget and finance of complex projects, programmes, or initiatives is an asset;
  •     Experience using Corporate ERP working experience is an asset.

Required Skills:

  •     Strong organizational skills and attention to details;
  •     Ability to plan and prioritize work duties as well as work competently under pressure and tight deadlines.
  •     Computer proficiency in MS Office (Word, Excel, Power Point)

In recent years, Indonesia has experienced the decline of number, scale, and success of extremist attacks. However, the rise of ISIS has brought with its new complexity and transnational element to violent extremism in Indonesia. The blast around Thamrin street in the early 2016 and the latest ones that occurred in Surabaya, 2018, have transformed the patterns of the violent act in the violent extremism by involving women and children, acting as perpetrators of the attack.

In response to that situation, many actors have been actively engaged to prevent violent extremism. Those factors include the government of Indonesia, CSOs, academics, and religious-based mass organizations, and UN Agencies. They have been involved in the development of the policymaking including, in the areas of law enforcement and community-based approach that aimed to reduce the risk of violent-extremism leading to terrorism.

Based on the Secretary-General’s Plan of Action to Prevent Violent Extremism and Sustainable Development Goals (SDGs) 16: Peace, Justice and Strong Institutions, UNDP and the European Union has launched the project “Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity” (PROTECT) on March 2019, aiming to reduce the risk of violent extremism in the region by taking a preventive and welfare approach with core respect to human rights, and gender mainstreaming in South-East Asia. The PROTECT project is a regional project, which is being implemented in four countries of South-East Asia: Thailand, Philippines, Malaysia, and Indonesia.

In Indonesia context, the first phase of the Project has taken the leading role in facilitating a series of policy engagement on the acceleration of the issuance of NAP on P/CVE with BNPT and various stakeholders.

This position is located primarily in UNDP Indonesia CO to support the project on a day-to-day basis to cover operations and administration functions such as Procurement, HR, FRMU, general office and general project administration.

To be able to carry out the work properly, the unit requires strong support in terms of Financial and Administration. Under the supervision of the Team Leader of DGPRU, the Admin and Finance Associate (AF Associate) support is needed to ensure that PROTECT project are properly managed in the DGPRU. The main role of the AF Associate is to support delivery of the PROTECT project by entering and managing project data into UNDP’s corporate systems and providing daily technical/financial support to project implementation according to UNDP rules and regulations.

The AF Associate shall be responsible also for effective and transparent utilization of financial resources and integrity of financial services programme. The AF Associate shall analyse and interpret the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues.

Summary of Key Functions:

  •     Management of the CO implemented projects’ administration and finance, implementing activities by mobilizing goods and services, in accordance with UNDP rules and regulations and relevant national regulations where appropriate;
  •     Support to programme operations (finance, asset management, administration, HR) in line with UNDP corporate rule, regulation and policies; Support partnership activities at project level;
  •     Facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on programme management and operational matters

Ensure effective administration of budgets and monitoring of expenditure focusing on the achievements of the following results:

  •     Ensure compliance with the UNDP and government rules and procedures on accounting and finance related issues;
  •     Assist in the preparation of annual project workplans and related sub-plans (finance, procurement plan, quarterly plans if required, and others as necessary);
  •     Assist in the preparation of annual/semi-annual progress reports and terminal reports;
  •     Continuously monitor expenditure and progress against the approved work-plans, provide delivery reports quarterly, bi-annually and annually, and propose necessary solutions/actions to Project Managers and Project Boards;
  •     Continuously reviewing the financial situation and supporting the programme in the preparation of cash forecasts and periodical Annual Disbursement Decision Requests to donors and annual consolidated financial statements;
  •     Maintain financial records to record and reconcile expenditures, balances, statements and other data;
  •     Assist in procurement of goods, services and works, by preparing technical specifications, applying relevant methods of procurement, and compiling relevant documentations;
  •     Assist in organizing workshops, trainings, advocacy events, and conferences by preparing budget estimations and logistics, including venue, equipment, meal, accommodation and other necessary arrangements;
  •     Assist in making travel arrangements in line with UNDP travel policies;

Ensure effective finance, asset, procurement and HR management and focusing on the achievement of the following results:

  •     Implement effective internal controls, undertake the duties assigned as per Atlas profile;
  •     Monitors project financial exception reportsfor unusual activities, transactions and investigates anomalies;
  •     Maintain filing and archiving of project documents and submit the archived documents to the respective authorities on a timelybasis;
  •     Maintain property ledger, project personnel asset records and conduct inventory and asset checks as per requirements;
  •     Monitoring of dashboards and exceptions, identification of remedial actions;
  •     Assist in project audits;

Support partnerships activities at project level

  •     Be familiar with the activities of other development projects in the sector/area, establish contact and keep up-to date with theirwork;
  •     Create and maintain partnerships with local institutions, private sector in project target areas;

Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:

  •     Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
  •     Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard;
  •     Participation in regular internalmeetings,
  •     Participation in training events, communities of practice, codifying and sharing knowledge;
  •     Facilitation and organisation of training for projectstaff to enable them to perform at the required level.

Institutional Arrangement

Under the direct supervision of the Team Leader DGPRU, and overall guidance of relevant Programme Manager, the AF Associate shall provide administrative and finance support services to PROTECT project in DGPRU. The AF Associate promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

The AF Associate works in close collaboration with the UNDP Country Office (CO) programme and operations teams ensuring successful project performance and compliance.
